Covenant of Mayors in Sub-Saharan Africa

Inspired by the success of the Covenant of Mayors in Europe, a similar project was launched by the European Commission (DG-DEVCO) in Sub-Saharan Africa (CoM SSA). This initiative aims to assist cities in the planning for access to affordable, reliable and sustainable energy while adapting to the effects of climate change in African Cities.


Aims and objectives:
The main aim of this four-year project is to increase the capacities of cities to provide access to secure, sustainable, affordable and clean energy services to urban and peri-urban populations in Sub-Sahara Africa.


The specific objectives are to:

  • Strengthen the capacities of cities to develop and use planning and implementation tools in energy, mobility and urban planning, such as preparation Sustainable Energy and Access Climate Action Plans (SEACAPS)
  • Improve the legal and institutional framework of local authorities as well as their technical and resource mobilization capacities through policy advocacy
  • Promote political ownership, networking and sharing of best practice


Benefits:
The benefits to cities can be summarised as follows:

  • Participate in knowledge exchanges activities and have access to best practice
  • Access to technical information and support via the Help Desk in Accra
  • Network and collaborate with other cities (peer-to-peer)
  • Increased visibility for local government’s climate and energy actions
  • Build a sustainable and resilient city while contributing to the Sustainable Development Goals (SDGs) and National Determines Contributions (NDCs)


Pilot project:
The following cities have been identified to participate in the COM SSA pilot project, although all towns and cities across Africa are encouraged to sign up to the Covenant of Mayors:

  • Benin (Abomey, Zou)
  • Côte d’Ivoire (Bouake)
  • Democratic Republic of the Congo (Lubumbashi)
  • Mauritania (Nouakchott)
  • Senegal (Dakar)
  • Togo (Tsevie)
  • Uganda (Kampala)


The main activities for the pilot project are to:

  • Provide a help desk for cities to access information and support
  • Inception visits to all pilot cities
  • Dissemination of information
  • Political advocacy, networking and vertical integration
  • Capacity building and development of SEACAPs
  • Launch of the Political Commitment Document (PCD)
