ICLEI Africa is progressing the continent’s climate change agenda: Climate reporting achievements from seven African cities

ICLEI Africa has been providing climate change technical support to African cities for decades. One area of support is helping cities report on their climate change progress and actions. An example from 2019 is that we assisted seven African cities in achieving significant climate reporting milestones. If you can’t measure it, you can’t manage it.

Nacala in Mozambique and Moroni in Comores are among the first in Africa to achieve full compliancy status and are leading the way in climate action planning on the continent. With funding from the Swedish International Development Cooperation Agency (SIDA), ICLEI Africa, in partnership with UN-Habitat have recently worked with these two cities to achieve full compliance with the Global Covenant of Mayors (GCoM) initiative, with cities reporting on their climate change related progress via the ICLEI-CDP Unified Reporting Platform. This means that both cities have developed Greenhouse Gas Emissions Inventories and Risk and Vulnerability Assessments, both have set emission reduction and adaptation goals through Target Setting Reports, and both have developed full Climate Change Mitigation and Adaptation Action Plans; a significant achievement.

ICLEI Africa continues to undertake significant work assisting cities with climate change reporting, which helps cities to better understand their progress towards their climate change targets and goals. Cities reporting on their actions also assists in providing further motivation on the global stage for why cities play such an important role in meeting national climate change commitments, and raising their ambition.

This year, ICLEI Africa, working with the Word Wide Fund for Nature (WWF) and the CDP successfully supported five South African cities (KwaDukuza Local Municipality, Steve Tshwete Local Municipality, uMhlathuze Local Municipality, Msunduzi Local Municipality and Mogale City Municipality) in reporting directly into the ICLEI-CDP Unified Reporting Platform, as part of the One Planet City Challenge (OPCC). OPCC is an initiative that aims to provide cities with the opportunity to demonstrate and report on their science-based emission reduction commitments in line with the Paris Agreement, while publically recognising and awarding the most ambitious cities in the field. The five cities that ICLEI Africa worked with are amongst the few in Africa who chose to be a part of this annual round, and this offers them an opportunity to be profiled as climate change leaders on a global stage.
