Doha Conference is particularly important in terms of ensuring clarity on the second commitment period of Kyoto Protocol, institutionalization of new mechanisms on climate finance, adaptation technology transfer and advancing main elements of a new global climate regime that is expected to enter into force by 2020.
In Doha, ICLEI will primarily focus on engagement of direct action potential of local governments in the global efforts on raising level of ambition, which is crucial to prevent further escalation of causes and impacts of global climate change while international negotiations continue. ICLEI´s related submissions, progress achieved in dialogues with national governments during and after the ADP workshop in Bonn in May 2012 and 2012 updates of Mexico City Pact, Durban Adaptation Charter, carbonn Cities Climate Registry and 2012 Seoul Declaration form the basis of ICLEI´s negotiation positions in this respect.
Activities of ICLEI in Doha include an official UNFCCC side event on 6 December 2012, an exhibit in the second week, bilateral meetings with national delegations, interventions in official conference sessions and active support to World Climate Summit 2012 and Sustainable Innovation Forum as exclusive local government partners.
