ToR for institutional scoping and development of a framework for the localisation of the SDGs

ICLEI - LOCAL GOVERNMENTS FOR SUSTAINABILITY - AFRICA SECRETARIAT - Seeks to appoint a service provider to undertake an institutional scoping and development of a framework for the localisation of the Sustainable Development Goals (SDGs) targets and indicators

Terms of Reference


1. BACKGROUND
Following the post-2015 development agenda, municipalities are confronted with the challenge of developing and/or aligning their programmes to the national and international agenda, such as the National Development Plan (NDP) and the Integrated Urban Development Framework (IUDF) as well as the New Urban Agenda (NUA) and the Sustainable Development Goals (SDGs) respectively.


2. OBJECTIVES OF THE PROJECT
The development of appropriate tools and strategies for ‘localising’ the SDGs is critical to the design, implementation, review and success of the 2030 Agenda for Sustainable Development. While the commitment to respond to the SDGs was endorsed in 2015, local government has for a long time, directly and indirectly, been working to enhance local services and development corresponding to the SDGs. To this end, ICLEI Africa seeks to appoint a service provide to:
• Undertake an institutional landscape scoping and mainstreaming on the positioning of the SDGs in relation to existing mechanisms such as the Integrated Development Plan (IDP) and the Service Delivery and Budget Implementation Plan (SDBIP);
• In partnership with ICLEI undertake consultations with all the relevant South African role players in the localisation of the SDGs, these include, but are not limited to institutions of higher learning, government departments and agencies, and civil society;
• Develop a framework on the localisation and development of appropriate SDG indicators for Category A (Metropolitan), Category B (Local) and Category C (District) municipalities; and
• Develop a roadmap on the localisation of the SDGs in the South African context.

3. DELIVERABLES/OUTCOMES
The following deliverables are expected:
• An institutional landscape scoping report on the relevant placing of the SDGs.
• Co-ordinate, undertake and report on consultations with relevant role players.
• A framework on the development of indicators for each category of municipalities
• A roadmap on the localisation of the SDGs.

4. BUDGET
Maximum budget available: R100 000.00 (including VAT), inclusive of travel costs for the consultations.


5. SKILLS AND COMPETENCIES REQUIRED
To respond to this call the successful service provider needs multidisciplinary expertise and experience, covering local government, sustainability development and monitoring and evaluation. To be considered for these Terms of References, proof of relevant skills and competencies need to be supplied, including, but not limited to:
• Extensive knowledge and experience of the SDGs, NDP, IDP and SDBIP amongst others.
• Extensive knowledge of the sustainable development goals, targets and indicators,
• Knowledge of the policy framework and available tools and guidelines in sustainable development monitoring and evaluation and reporting in South Africa.
• Experience in engaging with the public and private sectors and civil society.
• Proven project management capabilities.

7. PROPOSAL SUBMISSION AND REVIEW PROCESS
Proposals must be submitted to nachi.majoe@iclei.org by no later than close of business on 12 March 2018. Late and incomplete submissions will not be considered.

A Review Committee will evaluate the proposals, based on the points listed above. The decision of the Review Committee is final. Please include the following with your application submission:
• A letter of application motivating for the applicant(s) and outlining the proposed approach to the work; and the unique value that they can offer to the project. This should include a description of the consultant’s interpretation of the scope of work and include a work plan;
• Outline of what the intended end product will look like in terms of content, packaging and presentation. (Please note that the final layout and branding will be guided by ICLEI Africa);
• Details of the individuals on the project team, including relevant skills, experience and track record; detailed roles and responsibilities of each individual; 2 page CV of each individual (including whether the individual is a registered professional, years of registration and with which body);
• Relevant projects worked on in the last 5 years with references;
• Detailed budget breakdown;
• BBEEE certificate.
Key decision criteria include:
• The diversity and expertise of the project team
• Proposed approach and understanding of the scope of work
• The detail of the project budget breakdown and allocation of funds

8. CONTRACTUAL ARRANGEMENTS AND REPORTING
• The service provider will work closely with ICLEI Africa team, the relevant national departments and municipalities and are other relevant stakeholders where necessary;
• The contract will be drawn up between ICLEI Africa and the service provider;
• Invoices will be paid on time allocation basis, provided planned deliverables are produced in accordance with the contract;
• Invoices must indicate the time allocated as well as the associated deliverables produced;
• ICLEI Africa will pay for the satisfactory completion of work within 30 days of submission of invoices.

ICLEI AFRICA RESERVES THE RIGHT NOT TO APPOINT A SERVICE PROVIDER IN RELATION TO THIS TERMS OF REFERENCE
