Located on the northwest coast of Mauritius, Port Louis is the island nation’s capital and primary commercial hub and plays a critical role in trade, finance and governance.

Governance is led by Aslam Adam Hosenally, the Lord Mayor, supported by city councillors and administrative staff. The Council focuses on urban management, coastal resilience, heritage conservation and inclusive growth.

Urban Climate Resilience & Nature-based Solutions

In June 2025, the UNEP Copenhagen Climate Centre and local partners delivered a technical report for Port Louis on urban nature-based solutions, energy efficiency and loss & damage addressing.

Port Louis Harbour has adopted “green port” initiatives to align with the Paris Agreement targets, improving climate mitigation in port operations and logistics.

Economic Regeneration

The Port Louis 2030 – Investing in the City’s Cultural Assets plan serves as the city’s Local Economic Development (LED) strategy, focusing on revitalizing the historic urban core beyond the Aapravasi Ghat UNESCO World Heritage Site buffer zones. The plan positions heritage as a driver of inclusive and sustainable urban growth.
