This Request to Quote relates to supporting ICLEI Africa with the development of a short GESI protocol (maximum 10 pages) guiding Covenant of Mayors in Sub-Saharan Africa implementing entities with best practice and lessons learned from developing Sustainable Energy Access and Climate Action Plans (SEACAPs).
