Situated in the heart of Mauritius in the districts of Plaines Wilhelm and Moka, Vacoas-Phoenix is a significant municipality characterised by an amalgamation of residential, commercial and peri-urban agricultural zones. Leading sustainability initiatives

Gender-Responsive and Inclusive Climate Action

The council has implemented gender mainstreaming in its environmental and social programmes, including training women and persons with disabilities in climate-resilient practices such as rainwater harvesting and composting.

Strengthened Local Governance & Service Delivery

In June 2025, the council held its first strategic coordination meeting under the mayor’s leadership, signalling a drive toward more integrated institutional collaboration and improved local governance.

Urban & Peri-Urban Agriculture (UPA) Integration

The municipality is part of a national study on promoting sustainable urban food systems in Mauritius, where Vacoas-Phoenix is a leading case for integrating peri-urban agriculture, reducing food miles and boosting local self-sufficiency.

Waste & E-Waste Collection Enhancement

Municipal policies have reinforced bulky waste and e-waste collection services, with dedicated campaigns and infrastructure to manage such streams and reduce environmental impacts.
