Professional Officer: Urban Development (several 2 year fixed contract positions are available with the potential of renewal)

The successful candidate must have a strong scientific / technical background and keen interest in urban development and its practical implementation in Africa. Proven experience in the following areas is required:

(a) Development, implementation and mainstreaming of urban sustainability policy, strategy and action plans at subnational (city and regional) government level, with specialised skills and experience in one or more of the following fields:climate change mitigation and adaptation • urban mobility and sustainable transport • financing solutions • international development cooperation & advocacy • sustainable development • planning • urban infrastructure • nature-based solutions • sustainable urban systems, including food systems, water & sanitation and smart cities • integrated coastal management

(b) Planning, implementation and management of projects with proven experience of working in, and managing multi-disciplinary project teams; and

(c) Stakeholder engagement, strategic partnerships, business development & acquisition, resource mobilisation and partnership development.

Candidates should demonstrate a keen interest for, and proven experience in business development and in building strategic partnerships, be delivery and results-orientated, as well as have a strong city/local government orientation and focus.

Requirements:

  • Relevant Master’s or PhD degree or equivalent qualification; a post-graduate qualification specifically in an urban studies field will be an added advantage;
  • At least 5 years of relevant work experience preferably within, or closely with, a local or other subnational government in Africa in one or more of the fields listed above;
  • Ability to produce technical reports, popular articles, promotional and social media material, and to promote, enhance and expand the projects and partnerships he/she is involved in;
  • Innovative individual with a ‘çan do’ attitude who can think on his/her feet and harness well established networks to further build ICLEI Africa’s good reputation and networks across sub-Saharan Africa.

 

ICLEI Africa Internship: (several 1 year fixed internship contracts are available with the potential of further professional placement for successful candidates)

The successful candidate must have a keen interest and passion for urban development and for advancing new sustainable urban options to cities across Africa. The intern will be working in multi-disciplinary teams on localising the Sustainable Development Goals in Africa’s rapidly developing cities across multiple sectors. ICLEI’s internships require dynamic, energetic, well-organised and highly independent young professionals who are strong strategic thinkers with the ability to keep a good overview of complex tasks, and who have a talent for priority setting, networking and project development with partners.

Requirements:

  • Relevant post-graduate, preferably at Master’s level, or equivalent qualification, in urban development or related fields;
  • 1-3 years relevant work experience;
  • Excellent command of Microsoft Office applications.

 

Further Requirements for both positions unless otherwise specified:

  • Ability to work both independently and collaboratively in multiple teams in a highly dynamic and creative environment, often engaging directly with high level political leadership, academic and technical experts, the UN and other international organisations and the private sector on behalf of ICLEI Africa and / or ICLEI CBC;
  • Ability to be flexible about work responsibilities and thrive under pressure;
  • Problem-solving and analytical skills, well-organised, attention to detail and quality, and a structured and proactive working style;
  • Excellent written, presentation and verbal communication skills;
  • Valid code B driving license, with at least one year’s driving experience;
  • South African resident/valid work or critical skills permit;
  • Must have a passion for, and willingness to, travel extensively locally and internationally;
  • Knowledge of the African geo-political context; and
  • Proficiency in another African language, especially French or Portuguese will be a strong added advantage.
